（四）按照打造“诚信陕西”的要求，加强金融生态环境建设，促进地方金融市场繁荣

　　加强全省征信体系建设，建设覆盖全面、信息共享的信用征信体系。继续完善对市域金融生态环境评价工作，探索开展县域金融生态环境评价工作。推动股权融资，发展并规范债券市场，努力提高全省直接融资比重。大力发展会计审计、法律服务、资产评估、资信评级、经纪公司、投资咨询、理财服务等金融市场中介服务机构。鼓励、支持各类金融交易市场发展，努力丰富金融市场种类，扩大地方各类金融市场交易规模，不断提升地方金融市场影响。

　　Abstract：ThepaperfirstlyanalyzestheproblemsexistinginthelocalfinancialdevelopmentinShaanxiprovince.Andthen，combiningwiththespiritoftheThirdPlenarySessionofthe18thCentralCommitteeoftheCPC，thepaperpointsoutthenewsituationandnewopportunityfacedbyShaanxiprovincetodevelopitsfinance，andputsforwardthataccordingtotherequirementsofstrengtheningthecapitalmanagement，provinciallocalfinancialassetsmanagementsystemshouldbefurtherstraightenedout，thelocalgovernmentfinancialregulatoryfunctionsshouldbefurthersummarizedtoestablishaprofessional，efficientandunifiedlocalfinancialsupervisionsystem.Andaccordingtotherequirementofintroducing，forming，reforminganddevelopingbranches，thereformoffinancialinstitutionsshouldbepromotedandthedevelopmentofthelocalfinancialindustryshouldbespeededup，etc.
